"Water Tint" from Etude gives a fresh and matte effect where the color strength can be built up as needed by applying several layers.

User manual:

Adjust the amount of tint by dragging the tip of the applicator towards the opening of the container.
Apply the product from the innermost part of the lips and gradually out towards the outer contour.
For more pigmentation, the application can be repeated.
